From petition:

A report by the National Coalition Against Domestic Violence revealed that 1 in 3 women and 1 in 4 men have experienced some form of physical violence by an intimate partner during their lifetime. Yet, there isn’t a comprehensive database to track the offenders. This gap in our justice system poses a grave risk to potential future victims.
